As they say, your mileage may vary. I am not sure if there is any real answer to this question, a lot depends upon one’s background in risk, finance and math. If I were to hazard a guess, I think Exams 1 and 3 take the most time, certainly close to 160-200 hours. Exam 1 has the most material to read through, but it is less technical and a slightly easier read than Exam 3. Exam 3 is quite technical, and some topics take quite long to comprehend. Exam 2 is where it might take you no time, or a lot of time depending upon what your past math knowledge is. Exam 4 is certainly the easiest (from the point of view of clearing the exam) and makes for the most interesting read.
